21 CFR Part 111 requires dietary supplement manufacturers to establish and maintain Quality Control functions with authority over quality-related decisions affecting components, in-process materials, packaging, labels, and finished dietary supplement products.
Regulations emphasize required authority and independence rather than organizational titles or department size.
The Quality Unit fulfills this regulatory intent by governing Quality Control authority and the Quality Management System (QMS).
The Quality Unit (QU) is the highest authority for quality governance within Sawgrass Nutra Labs.
Quality Unit authority is non-delegable and may not be overridden by Operations, Management, schedule, or cost considerations.
Quality Control (QC) authority refers to the control framework used to establish acceptance criteria, release rules, and quality specifications that ensure compliance with regulatory requirements.

QC operates under written procedures approved and governed by the Quality Unit (QU).
The Sawgrass Nutra Labs Quality Management System (QMS) provides the structural and governance framework through which quality authority, accountability, and oversight are defined and maintained.

Quality Control (QC) defines the quality rules, acceptance criteria, and release specifications used to evaluate conformance with applicable regulations and internal standards.
QC operates under the authority and oversight of the Quality Unit (QU).
Quality Assurance (QA) administers and executes the quality system processes under Quality Unit (QU) authority. QA performs quality activities such as deviation investigations, CAPA management, and change control in accordance with QU governance, but does not define acceptance criteria or hold final quality decision authority.
Quality Control authority is not divided between QMS, QC, or QA.
The QMS defines governance; QC defines acceptance criteria and release rules; QA executes quality system processes under QU authority; Operations execute GMP activities.
Quality Unit decisions shall not be overridden, bypassed, or influenced by Operations, Management, or Commercial interests.
